Is my town's soil an issue for a patio?
It can be. Parts of the northern towns have slow-draining soils and a seasonal high water table, which calls for a thicker base, and a drain may be worth asking about. Other towns drain better.
Do permit rules vary by town?
Yes. Clay and Cicero list fireplaces among work needing a permit, and each town and village has its own code office. Your contractor or the code office can confirm.

Same jobs, different ground
The four masonry services are the same everywhere. What changes is the ground and the rules. The northern towns of Clay and Cicero sit on wetter soils, where a paver base wants to be thicker. The city and Camillus drain better. Fire feature rules and permit lists differ town by town.
